Youth as Co-Governors: Empowering Youth for Digital Equity and Innovation

Asia Pacific Youth Internet Governance Forum (yIGF.Asia) is an annual meeting and open platform, recognized by the United Nations Internet Governance Forum (IGF), to empower young leaders aged between 18 and 35 to participate in Internet governance discussions. The forum was first initiated by NetMission.Asia in 2010 and continues to be held annually in conjunction with the Asia Pacific Regional Internet Governance Forum (APrIGF).

This year, yIGF.Asia will take place as a one-day hybrid event on Saturday, October 11, 2025, held in conjunction with APrIGF 2025 in Kathmandu. Under the theme “Youth as Co-Governors: Empowering Youth for Digital Equity and Innovation,” this edition marks a bold step forward in centering youth as active shapers of our digital future.
Participants will engage in dynamic discussions with young leaders and regional experts, and collaborate in teams to develop a youth statement to be presented during APrIGF week.

As digital governance continues to evolve, it’s critical to recognize youth not merely as beneficiaries, but as co-creators and decision-makers in building inclusive, safe, and forward-thinking digital ecosystems. yIGF 2025 seeks to foster genuine intergenerational collaboration—equipping young voices with the knowledge, tools, and agency to influence digital policy and infrastructure. With digital equity at its core, the programme will explore systemic access barriers, emerging digital rights, and the urgent need for algorithmic fairness—while unpacking how AI and regulatory developments impact youth inclusion, autonomy, and participation.

In this session, you’ll get to meet experts from government, civil society, technical community, academia, and more. It’s a chance to see how different stakeholders tackle issues and make decisions in the policy-making process.

Co-Creating Safe Digital Future Through Intergenerational Action Building on the Asia Pacific yIGF Three-Year Blueprint set at our 2024 meeting, this session brings together youth leaders and yIGF representatives from across Asia-Pacific. Participants will review achievements to date, identify shared priorities, and co-create strategies for the next phase of youth engagement in Internet governance. The session aims to sustain momentum, strengthen regional collaboration, and ensure youth voices remain central to shaping the digital future.

APAC Youth WSIS+20 Statement: Live Discussion & Editing*

Participants will take part in a Live Discussion & Editing session to shape the APAC Youth WSIS+20 Youth Statement. This collective statement lays the groundwork for youth-led initiatives across our region to influence the WSIS+20 review process. The statement will be included in our event report, submitted to and published on the official UN Internet Governance Forum site, and serve as a reference for yIGF attendees contributing to the APrIGF Synthesis Document.

IGF 2025 Youth Track Workshop III

Age Verification and Social Media Regulation This interactive roundtable brings youth and senior experts together to explore global regulatory trends, from strict compliance models to rights-based safeguards on online safety; and explore intergenerational collaboration in safeguarding information integrity on social media, tackling age verification, regulation, and regional perspectives on mis- and disinformation.
Discussion Questions 1. What are the top issues that concern them most? a. What forms of misinformation, disinformation, or algorithmic manipulation most affect different generations in their daily lives? b. How do challenges such as deepfakes, online scams, or biased content influence trust in social media across regions and age groups? 2. What are some youth-led, grassroots or community-led solutions? a. What innovative initiatives are young people, community groups, or grassroots organizations creating to combat false information and strengthen media literacy? b. How can these solutions be shared, scaled, or connected with the experience of older generations to have a greater impact? 3. What actions should different stakeholders take? a. What responsibilities do different stakeholders have in supporting intergenerational collaboration for information integrity? b. How can policies, regulations, and platform practices be shaped to protect users while encouraging cooperation across generations?

Power, Platforms, and Participation: Reclaiming Our Digital Selves This panel discussion aims to examine the evolving challenges to youth digital autonomy in the Asia-Pacific, shaped by government regulation, corporate consolidation, and opaque technologies. It seeks to empower young people to critically engage with questions of rights, access, and accountability while reimagining inclusive digital futures. Additionally, it will highlight the role of youth voices in shaping policy frameworks that safeguard freedom, foster innovation, and ensure meaningful participation in the global digital ecosystem.
